Anthony Giddens argues that viewing language as merely descriptive and transparent—which he calls an “outmoded and defective philosophy of language” (1979: 245)—is a major shortcoming of earlier forms of structural-functionalism. L. Austin’s speech act philosophy (Austin 1962) provides a useful way to look at the creative power of language in social life, and Austin’s definition of the perlocutionary force of speech—as referring to the actual psychological impact of a speech event on the hearer—is a good starting point from which to define news.

That is, the question is not only how the news story reflects the discourses underlying the production of the narrative, but also how the story points out the dynamic mix of conflict discourse systems in the audience dimension of the news community. A news story, then, points to the past—the event reported—but at the same time to the future—the reception of the report in its audience. The other dimension of order inherent in control communication systems is that of form. For example, in law, the way participants communicate about conflict is highly controlled by the rules of procedure.

The very fact that there is an enduring community, however fractious, means that the community has developed institutions for dealing with conflicts and keeping them within manageable bounds. It is these institutions, which are organized ways of talking about and rationalizing conflict in the group (Arno 2002), that I argue are the most basic and essential elements of mass media news as a social process. They are the conflict discourse systems, and for convenience I will refer to them here as CDS.
