Whereas the consolidation of the Muscovite state and Peter's state-building efforts entailed the creation of a formalized and hierarchical church organization, the religious hierarchy in Iran, though somewhat more structured beginning in the late nineteenth century, remained plural and somewhat amorphous.

Although the constitutionalist reforms did enjoy the sympathy of some reformist government officials, they evoked only hostility from the new shah, Muhammad AIi Shah. Although the reforms conceded by the Russian tsars were also precarious, they left a much more substantial institutional residue than in Iran. It was in part for this reason that liberalism, based on the belief in nonrevolutionary political reform, weak as it was in Russia compared with that in Europe, was still far stronger than in Iran.

Progress in Peter's Russia was undeniable. New directions were taken in industry, administration, science and technology, education, military science, and a host of other fields. But many of his changes, initiated by the state, could not permeate society, and they often aroused opposition, sometimes active, more often passive. In the end, they mainly affected the elites of Russian society, and they delayed or even hindered the more fundamental task of the creation of a society founded on individual and group initiative.
