Third, population and industrial expansion together produced a new spatial structure—urban sprawl—with important implications for interethnic relations. Fourth, in one of the greatest mass violations of civil rights, Japanese Americans were placed in concentration camps and returned to Los Angeles not only impoverished but with traumatic memories that would play themselves out in subsequent generations.

In California, both today and in the past, they are primarily drawn racially.
