The Dulles-Jackson-Correa committee proposed the creation of five overarching divisions to replace the multitude of offices that deterred coordination in the CIA. The first four of these divisions were predictable and anodyne: Administration, Coordination, Research and Reports, and Estimates. The fifth recommended division was a Division of Operations. Its responsibility would include espionage and counterintelligence, functions considered integral to the CIA from its inception.
